Sept. 19 - Just One Week to Apply for Two Openings on the City of Savannah’s Ethics Board

Sept 19, 2013 – The Mayor and Aldermen of the City of Savannah will be accepting applications beginning tomorrow, Friday, Sept. 20, 2013 through Thursday, September 26, 2013 for appointment to the city’s Ethics Board.

The role of the board is to hear and conduct reviews of complaints filed against elected officials of the City including complaints involving impropriety of elected officials, violation of the provisions of the City’s Ethics Ordinance, and accusations that violations affect the elected official’s ability to carry out his/her official duties.  The board is based on a model created by the Georgia Municipal Association.

“Members shall be known for their personal integrity,” according to the City.

The City has to fill two of the three seats on the Ethics Board after it came to light that two member of the Ethics Board – chairman Matthew Southall Brown Sr. and Helen Downing – had contributed to political campaigns and had been involved in local election campaigns.  Both have said that they were unaware of the prohibition against members participating in political activity.

The one active member is Wanda Andrews, an attorney with the Georgia Legal Services Program who has not had any local political involvement.

City Clerk Dyanne Reese said that the city’s ethics ordinance was based

“It was created to be named one of the (association’s) ethical cities,” Reese said.

The three-member Ethics Board will include one member appointed by Mayor Edna Jackson; one member appointed by the Aldermen; and together the Mayor and Aldermen will appoint one member who must be an attorney in good standing with the State bar.

Members of the city’s Ethics Board must reside in the city and cannot be an elected official or city employee.  Board members will also be prohibited from engaging in City elections, in political activities, and from making campaign contributions to candidates in city elections during their terms as board members.

Members will serve a four year term; a three year terms is available if a vacancy is filled by appointment during a member’s unexpired term.

Applications will be accepted beginning Friday, Sept. 20.  No applications will be accepted after noon on Thursday, Sept. 26.

Upon completion of the appointment process by the Mayor and Aldermen of the City of Savannah, all applicants and appointees will be notified by the Clerk of Council, Dyanne Reese.
