May 23 – City Council to hear long list of Rezoning requests, including one that would pave way for new hotels on E. President St.

May 23, 2017 – The Savannah City Council will hear a number of Zoning petitions this Thursday at their regularly scheduled meeting at 2:00 p.m.

Included are a motion to consider a request to rezone 8.44 Acres Located at 1147 East President Street from I-L to allow for the development of more hotels.

The petition is W. J. Brewer, owner.  A request to rezone an approximate 8-acre site from a. I-L (Light Industrial) zoning classification to a proposed B-C (Community Business) zoning classification, as the nature of development along E. President Street continues to evolve. 

The site is located south of President Street and the Madison Retail properties, east of the Hitch Village properties, and west of the Bilbo Canal. It is accessed by an easement along the Bilbo Canal and a planned frontage road along the south side of President Street, and by the unopened city right-of-way designated “Normandy Street,” according to the MPC which voted to approve the request.

Presently, the site is a demolition debris site under a consent order for remediation.  The petitioner is proposing to remediate the site, removing all debris and potentially contaminated soil, and to re-fill and grass the site preparatory to development. The petitioner is seeking to construct several hotels and parking structures on the site, and a conceptual master plan accompanies this map amendment. Hotels are not permitted in the current I-L zoning district, but are a permitted use in the B-C district.

Also to be heard is a Motion to Consider Text Amendment to the Mid-City District (Article K) to create a new use "Microbrewery" in Sec. 8-3216(2)(a) and Use Standards in Sec. 8-3219. Microbrewery’s continue to be popular as tourism attractions around the country, and a source of new businesses, often by younger owners.

Also scheduled to be heard is a Motion to Consider a Text Amendment to Sec.8-3090(e) and Sec.8-3082(r) (Article D Off-street Parking and Service Requirements) to Allow Multifamily Residential Uses in the West River Street area.   The motion appears to aim to pave the way for the development of condos or apartments in that area without the need for providing parking. 

A Motion to Consider a Request to Rezone 1.92 Acres Located at 333 West Montgomery Cross Road from P-R-M-12 to B-N has been filed by Deborah J. Keiffer, represented by Atty. Phillip McCorkle.  The 1.92 acre property is located south of West Montgomery Cross Road at the intersection of West Montgomery Cross Road and Savannah Square Drive. Savannah Square Drive terminates at the Savannah Square Senior Living complex. The petitioner wishes to rezone the property from a P-R-M-12 (Planned, Multifamily Residential, 12 units per net acre) zoning classification to a B-N (Neighborhood Business) zoning classification in order to allow for ‘Use 49a’, a fast-food or drive-thru restaurants. The current zoning classification does not allow the proposed use.

And tied to this, is a Motion to Amend the Comprehensive Plan's Future Land Use Map for a 1.92-acre Property Located at 333 West Montgomery Crossroad.  The final Land Use Maps have not been approved by the City Council, an effort that has been underway for more than a decade by the MPC.
